The Blue Star program is administered jointly by the Houston Police Dept. and the Houston Apartment Assn.

 

The Westchase District places special signage on all Blue Star certified properties in our area.

WESTCHASE DISTRICT LEADS THE CITY IN BLUE STAR CERTIFICATIONS

Blue Star certification is earned only by those apartment communities where ownership and management are committed to maintaining the safest possible environment for residents and guests. It's a distinction that can only be awarded by the Houston Police Department (HPD).

Becoming Blue Star certified is a three-stage process. Apartment managers must first complete 8-hours of comprehensive training on topics ranging from access control and lighting, to tenant screening, employee training, and eviction procedures.

The second stage is for each apartment community to undergo a property inspection. An HPD officer inspects the property to make sure it complies with all city codes, plus the standards of the Blue Star program. They look for code violations – wiring problems, leaking roofs, potholes, or peeling paint. Plus they look at perimeter fencing, mail room lighting, laundry room access, dumpster access and whether or not building numbers are visible. They also check to make sure the landscaping is not overgrown, allowing criminals an opportunity to hide.

After a favorable HPD inspection, the community manager then hosts a Safety Social at the property. Residents are invited for a gathering featuring food, sodas, and door prizes. They’re presented with general public safety information and learn of their community’s commitment to the Blue Star program. The Safety Social is the last step before the community manager is presented with special Blue Star signage, telling all residents and guests that the property is a participant in the HPD Blue Star program.

As of May 16, 2008, 28 Westchase District apartment communities have received their Blue Star certification.
